Following up on the flag cleanup. `readingPaneV2` and `hoverPrefetch` are both at 100% for two weeks now. I would like to delete both flags and the old code paths this sprint.
The only consumer left is the e2e suite, which still turns `hoverPrefetch` off for one test. I will rewrite that test against the new default.
